ORDER:
In W.P. No. 19834/2007 filed by one Selvan A. Mohammed Wasif , the High Court, Madras has issued the following directions on 9-6-2007:-
(a) Admission of a student from class X to class XI within the same school should not be treated as a fresh admission but only as continuation of the original admission done in that school. So issuing transfer certificate to class X students within the same school and readmitting them to class XI is against the rules.
(b) All the students of the same school who have qualified in class X Board Examination should be offered admission in Class XI as far as possible subject to the availability of seats. The schools may consider students from other schools for admission after accommodating the students of their own school.
(c) No admission test should be conducted by schools for their own students. After admitting their own students if there are still vacancies, they may be filled either on the basis of the Class X Board Examinations or by conducting an admission test for the students who are from other schools.
(d) No school should prescribe any cut-off marks for admission to class XI or for allotment of subjects.

2. With a view to implement the directions of the High Court, Madras, the Government direct the Director of School Education / Director of Matriculation School, Chennai to communicate these orders forthwith to all the Higher Secondary Schools in Tamil Nadu for strict compliance.
3. The following procedure laid down by the High Court, Madras shall be followed regarding admission of students in Standard XI:-
The Director of School Education / Director of Matriculation Schools, Chennai is requested to instruct all the Higher Secondary Schools in Tamil Nadu to display the number of seats available in Class XI in each stream on the notice boards as well as on the websites, if any, of the respective schools. The admission procedure, including the list of all the candidates who have applied in the respective schools, the merit list, if any, the list of provisionally selected candidates and the criteria followed for admission shall also be displayed on the notice boards of the schools. The Director of School Education / Director of Matriculation Schools, Chennai is also requested to instruct all the Higher Secondary Schools in Tamil Nadu to communicate the above information to the parents of the students in Class X of their respective schools.

ORDER:
The Sarva Shiksha Abhiyan is a shared scheme in which 75% of
expenditure is borne by the Government of India and 25% by the State
Government up to the X Five Year Plan period.
2. The Tamil Nadu State Mission of Education for All is implementing
the three schemes namely, Sarva Shiksha Abhiyan (SSA), National Programme
for Education of Girls at Elementary Level (NPEGEL) and Kasturba Gandhi
Balika Vidyalaya (KGBV). Among these, for implementation of Kasturba Gandhi
Balika Vidyalaya scheme, the Government of India had released funds for the
first time at the end of 2004-2005 and the corresponding matching State share
was also released. The amount was released to open residential schools for the
Girls from the Educationally Backward Blocks of the districts and to maintain the
building, Hostel and for the expenses of the school.
3. The State Project Director, Sarva Shiksha Abhiyan in the letter third
read above, has stated that the Project Approval Board of Sarva Shiksha
Abhiyan in its 89th Meeting held on 22.2.2007 have sanctioned 16 new additional
Kasturba Gandhi Balika Vidyalayas (3 KGBVs of Model 1 and 13 KGBVs of
Model II) for Tamil Nadu and also sanctioned Rs.260.00 lakhs at the rate of
Rs.16.25 lakhs for each Kasturba Gandhi Balika Vidyalaya for 2006-2007 as
non-recurring grant. The Government of India have also sanctioned
Rs.195.00 lakhs as its 75% share of the total non-recurring grant amount of
Rs.260.00 lakhs for opening of 16 Kasturba Gandhi Balika Vidyalayas as stated
above for the year 2006-2007. The State Project Director, Sarva Shiksha
Abhiyan has therefore requested the Government to accord sanction the
proportionate 25% State share of Rs.65.00 lakhs for opening the 16 Kasturba
Gandhi Balika Vidyalayas sanctioned for the year 2006-07.
4. The Government have examined the proposal of the State Project
Director, Sarva Shiksha Abhiyan and have decided to release a sum of
Rs.65,00,000/- as the proportionate State's share against the Government of
India's release of Rs.195,00,000/- for establishing 16 new additional Kasturba
Gandhi Balika Vidyalayas in Tamil Nadu during 2006-2007.
5. The Government accordingly, sanction a sum of Rs. 65,00,000/-
(Rupees sixty five lakhs only) to the Member Secretary, Tamil Nadu State
Mission of Education for All, Chennai-6, as the proportionate State's share
against the Government of India's release of Rs.195,00,000/- for establishing
16 new additional Kasturba Gandhi Balika Vidyalayas in Tamil Nadu during
2006-2007.
6. The Government direct that the amount sanctioned in para 5 above
shall be deposited into the Personal Deposit Account maintained by Member
Secretary, Tamil Nadu State Mission of Education for All, Chennai-6. The
Director of Elementary Education shall present necessary bills in this regard in
Pay and Accounts Office (South), for credit of the amount in Personal Deposit
Account of Member Secretary, Tamil Nadu State Mission of Education for All,
Chennai –6.
7. The Government also direct that the grant sanctioned in para 5
above should be utilised for the purpose for which it is sanctioned. The
Government further direct that proper utilisation certificate for the grant
sanctioned be furnished while applying for further grant, with out fail.
8. The expenditure sanctioned in para 5 above shall be debited to the
following heads of accounts:-

Order:
The Director of School Education in his letter 2nd read above has
submitted proposals for delegation of powers to the Chief Educational
Officers, so as to enable them to pass orders on the satisfactory completion of
probation in the case of Vocational Instructors(Computer Science) in Higher
Secondary Schools.
2. The Government accept the proposal of the Director of School
Education to empower the Chief Educational Officers concerned to issue
orders declaring the satisfactory completion of probation in respect of
Vocational Instructors (Computer Science ) in Higher Secondary Schools, for
which Joint Director is the appointing authority.
3. Accordingly the following Notification will be published in the Tamil
Nadu Government Gazette:-

Constitution of India, the Governor of Tamil Nadu hereby makes the following
amendment to the rules published with the School Education Department

the Tamil Nadu Government Gazette, dated the 7th November 2001 :-

ORDER:
The Government reviewed the ratio prescribed for appointment by
recruitment by transfer for the post of P.G.Assistant in English and after careful
review direct that the ratio 1 : 1 shall be prescribed for appointment to the post of
P.G.Assistant in English only between persons possessing Bachelor’s degree
and P.G.Degree in the same subject (preferential person) and from among the
qualified persons possessing Bachelor’s degree and Master’s degree in different
subjects (non-preferential persons).
2. Accordingly the following Notification will be published in the Tamil
Nadu Government Gazette:
NOTIFICATION.
In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, the Governor of Tamil Nadu hereby makes the following
amendments to the Special Rules for the Tamil Nadu Higher Secondary
Educational Service (Section 37, in Volume II of the Tamil Nadu Services
Manual, 1969)
2. The amendments hereby made shall be deemed to have come into
force on the 1st day of January 2008.
AMENDMENTS.
In the said Special Rules, in the Annexure, in column (3), against the
category “Post Graduate Assistants in Languages (other than Tamil)” in column
(1) and against the entry “Recruitment by transfer” in column (2) thereof, -
(1) the proviso to item 1 shall be omitted;

(2) in item II, for the first proviso, the following proviso shall be substituted,
namely:-
“Provided that appointment to the post of Post Graduate Assistants in
English Language from among the qualified persons possessing
Bachelor’s degree and Master’s degree in the same subjects (preferential
persons) and from among the qualified persons possessing Bachelor’s
degree and Master’s degree in different subjects (Non-preferential
persons) shall be made in the ratio of 1 : 1.”

ORDER:
The NABARD in its letter 1st read above, has sanctioned a project proposal at
total cost of Rs. 5934.40 lakhs involving a loan component of Rs.5044.31 lakhs and
State Government share of Rs. 890.09 lakhs under Rural Infrastructural Development
Fund-XIII (Phase-VIII) for provision of additional infrastructure facilities such as
additional class room, Laboratories, Toilet and drinking water facilities and compound
wall to 58 Government High/ Higher Secondary schools and one Sainik School at
Amaravathi Nagar, Coimbatore in this state. The project has to be completed by 31st.
March 2010. The loan carries an interest of 6.5% and is subject to -
(i) terms and conditions and phasing stipulated in the reference 1st read
above and its schedule I;
and
(ii) the general terms and conditions and other conditions stipulated in
NABARD letter No.NB/SPD/1484-1512/B.123(RIDF/Gen) 2006-2007
dated 6.9.2006.
2. In his letter 3rd read above, the Director of School Education has sent a
proposal seeking administrative sanction for provision of additional infrastructural
facilities such as additional classroom, Laboratories, Toilets, drinking water facilities and
compound wall at a total cost of Rs.6653.14 lakhs to 58 Government High / Higher
Secondary Schools and one Sainik Higher Secondary School at Amaravathi Nagar,
Coimbatore totalling 59 Schools with the loan received from NABARD (Phase VIII)
under Rural Infrastructure Development Fund –XIII. He has also requested that in order
to avoid delay in the execution of electrical works after the completion of the building
works, both civil and electrical works may be executed as one package as being
practiced in World Bank aided projects.

3. The Government, after careful examination of the proposal of the Director of
School Education, consider that as the estimates have been prepared based on
schedule of rates for 2008-2009, the 5% additional provision in the estimate may be
disallowed. Accordingly, the Government accord administrative sanction for provision
of additional infrastructural facilities such as classrooms, laboratories, toilets drinking
water facilities and compound wall at a total cost of Rs.63.3632 Crores in 58
Government High and Higher Secondary Schools and one Sainik School at
Amaravathi Nagar, Coimbatore totalling 59 Schools as per annexure I of this order. The
sanction involves a NABARD loan component of Rs.5044.31 lakhs and State
Government share of Rs. 1292.01 lakhs (Total 5044.31 + 1292.01 = 6336.32 lakhs).
4. The Government also direct that among the above said 59 schools the
expenditure of Rs.1736.98 lakhs on 16 schools as per Annexure-II of this order which
have more than 30% Scheduled Caste/Scheduled Tribe students has to be debited
under the following head of account:-
“4202 Capital Outlay on Education, Sports, Arts and Culture - 01. General
Education – 789. Special Component Plan for Scheduled Castes Schemes in the
Eleventh Five Year Plan – II. State Plan. JA. Construction of School Buildings
and other infrastructural facilities with loan assistance from NABARD under Rural
Infrastructure Development Fund under Special Component Plan – 16. Major
works (DPC 4202 01 789 JA 1605)
The expenditure of Rs.4599.34 lakhs on the remaining 43 schools as per
Annexure-III of this order has to be debited under the following head of account :-
"4202 Capital Outlay on Education, Sports, Arts and Culture - 01. General
Education -202. Secondary Education-Schemes in the Eleventh Five Year Plan –
II State Plan – JG Construction of School Buildings and other infrastructural
facilities with Loan Assistance from NABARD Under RIDF-16. Major Works (DPC
4202 01 202 JG 1605)
5. The Government also permit the Director of School Education to execute both
civil and electrical works as one package as being practiced in World Bank Aided
Projects so as to avoid delay in the execution of electrical works after the completion of
the building works. The Director of School Education is also permitted to follow the other
existing procedures.
6. The Director of School Education will be the estimating, reconciling and
controlling authority. He will monitor the progress of the execution of the scheme and
send periodical progress report and completion certificate to the Government.

7. A state level Monitoring Committee headed by the Director of School
Education and district level Monitoring Committee headed by the Chief Educational
Officer/District Educational Officer constituted in G.O.(2D) No.19, School Education
Department, dated 7.3.2003 will monitor the progress of the scheme and outcome of the
monitoring at district and state level shall be placed before the High Power Committee
by the Director of School Education.
8. This order issues with the concurrence of the Finance (Edn.II) Department
vide its U.O.No. Fin.(Edn.II) 54681/08 dated 10.9.2008.

ORDER:-
In the G.O. read above a High Level Committee on Vocational Education was
constituted to review the present status of the Vocational Education Courses offered
in Higher Secondary Schools in the State and to revamp the Vocational Education
in accordance with present day requirements.
2. The above Committee has submitted its report to Government. The
Committee has offered its recommendations to revamp Vocational Education in
various aspects like updation of syllabus/curriculum, practical training by user
industry, competency based evaluation, independent certification by industry,
imparting training and rationalisation of courses based on market demand etc. A gist
of the recommendations is annexed to this order.
3. The Government examined the report of the High Level Committee on
Vocational Education and accept its recommendations.
4. The Director of School Education is directed to initiate follow up action on
the above recommendations of the High Level Committee on Vocational Education.
5. He is also requested to send an action taken report to Government.

ANNEXURE
A Gist of the recommendations of the High Level Committee on revamping of
Vocational Education in Higher Secondary Schools in Tamil Nadu.
I Structure:
The objective of training young people is to make them ready to join the
workforce / become self employed. Practical component of the courses
should be strengthened and courses should be need based.
II Curriculum:
Should have two Vocational subjects with both theory & practical components
with 20 periods per week Language syllabus should be reworked based on
National curriculum design Vocational groups having one practical course
should be converted to general stream. In groups where the fourth optional is
a vocational subject its utility has to be examined on a case to case basis.
III Business and Commerce course:
Subjects such as Office Management, Business Management which have
characteristics of general group may be converted to general groups.
Subjects like Office Secretaryship may be converted into vocational stream
with typewriting and shorthand (in DTE standard) and computer applications
or computer aided accounting. For Auditing Banking Insurance practicals
should be arranged through Banks, Insurance Agencies or Audit firms.
IV Theory & syllabus:
Syllabus revision should be made immediately and in future must be
undertaken along with general theory subjects. The text book revision should
immediately follow.
V Practical training:
Should be based on market demand and imparted by user industry / Industry
Association
(i) Incentives should be offered to industry to setup training facilities in
school premises for use by nearby two or three schools.
(ii) Training can be imparted in Government or reputed ITI or polytechnic
or field units of Agri Universities, Community colleges on payment of
cost for consumables. Theory syllabus should be centralised and
practical syllabus should be decentralised and made context specific
District level committees should be setup for this.
VI Examination and evaluation:
Evaluation should be competency based and independent certification by
State Council for Vocational training or by the agencies/industry imparting
training.
VII Unpopular and unviable courses:
School specific unpopular courses or with 15 or less students should be
wound up.
VIII No Teacher should be appointed at this stage till the revised system of
Vocational Education is fully finalised.

ORDER:-
In the GO read above the report of the High Level Committee on Vocational
Education has been approved by the Government. Based on the recommendations
of the High Level Committee on Vocational Education the following orders/
instructions are issued:-
I) No new Vocational Courses should be started from the academic year 2007-
2008 and no new Vocational Instructor should be appointed either by the
school management or PTA. Henceforth a new Vocational Course can be
opened only with the permission of the Government.
II) School specific, unpopular courses would have to be wound up.
III) The Director of School Education should assess the utility of the courses in
which the students strength is found to be less than 15 and the courses
available in one school only and he may take a decision to close down such
unviable courses.
IV) Wherever the subject taught have the characteristics of general subjects and
do not impart Vocational skills, they may be converted as general groups.
V) The existing Vocational Courses should change into unifocal courses (more
emphasis on Vocational Education) over a period of 5 years giving more time
to Vocational subjects and for practicals. Practicals should be conducted
either in the industries or in the ITIs or in the approved community colleges.
Language syllabus should be reduced and converted into a soft skills
curriculum.
VI) The syllabus revision is to be undertaken for the most popular Vocational
Courses.
VII) Some Vocational Courses like Office Secretariship may be made more
relevant by suitably altering the components of the course.
VIII) The practical training may be left to the industries themselves. There should
be an independent certification of the practical skills acquired by the students,
through the industries/agencies who impart the practical training.
2) The Director of School Education is requested to take follow up action on
the above orders/Instructions and send his action taken report to Government.
